Good evening, Members of the Council, members of the public and others who have chosen to join us, both here at the Town Hall and online, via the live live webcast.

welcome to the this extra ordinary meeting of Tunbridge Wells Borough Council on Wednesday, 28th April 2023.
before we get underway,
I will ask the Chief Executive to set out some important safety and procedural information
chief executive.
thank you, Mr. Mayor,
in the event of the fire alarm ringing continuously, you must immediately evacuate the building at walking pace officers will escort you via the most direct available route, and no one is to use the lift.
we will make our way to the fire assembly point by the entrance to the Town Hall Yard, car park, on Munson, Way, and once outside a check will be made to ensure everyone has left safely and please do not re-enter the building until advised it's safe to do so.
This is a public meeting and recordings are being webcast live online and a recording will be available for playback on the council's website shortly afterwards. Obviously that doesn't apply to the confidential part of tonight's proceedings. If you wish to speak, please raise your hand and wait for the Mayor to call your name, please use the microphones when speaking the red lights indicates the microphone is on, if any of you haven't pressed your microphones to wake them up
you may have to just wait a little while for them to reboots, and any comments that aren't recorded for the webcast may not be included in the minutes.
any third party is able to record or film council meetings unless exempt or confidential information is being considered, but we do not accept liability for any third-party recordings.
we're intending to undertake voting manually this evening and will not be using the electronic voting system. at the end of each debate, a vote will be taken
and the in the event of a clear majority, the result will be declared
in the absence of a clear majority, or if the mayor decides a full vote, is desirable. A vote will be taken by a show of hands if Members request a recorded vote, you must do so before the vote is taken. before we discuss this item, which will be introduced by Councillor Christopher Hall cabinet member for finance and performance
and Councillor Justin Rutland Cabinet Member for Tunbridge Wells Town and local areas, I would note that this item is wholly contained within an exempt report and exempt appendices which are set out in the restricted papers at agenda item 7.
can I confirm with Members by a voice vote that you would like to go into private session to discuss this item?

this is to note the date of the next meeting, and the date of the next meeting is the annual meeting of the Council on Wednesday, the 24th May
agenda item 7 is a report on the appendix which is exempt from public disclosure,
so to consider them we need to move into private session.
I will now ask the Chief Executive to read the motion.

pursuant to section 100, A 4 of the Local government Act 1972 and the Local government access to information variation, order 2006 the motion is that the public be excluded from the meeting for the following item of business, on the grounds that they may involve the disclosure of exempt information as defined in schedule 12 of the Act by virtue of the particular paragraphs shown on the agenda and on the attached reports.
