good evening. My name is Councillor Ben Chaplin. I'm the leader of Tunbridge Wells Borough Council, and I will be chairing this meeting of the Cabinet and Seedling so welcome to the meeting of Cabinet on Thursday, the 28th of April 2023. Before we start, please could you give your full attention to the following safety and broadcasting announcements? Caroline,
thank you Chair. In the event of the fire alarm ringing continuously, you must immediately evacuate the building at walking pace officers will escort you via the most direct available route. This is a public meeting and proceedings are being webcast live online. A reporting would also be available for playback on the council's website shortly afterwards. You should all be aware that any third party is able to record or film council meetings unless exempt or confidential information is being considered. The council will not accept liability for any thought third-party recordings. It is very important. The outcomes of the meeting are clear. At the end of each agenda item, the Chair will ask whether the matter is agreed in the absence of a clear majority of the Chair decides a full vote is desirable. the vote will be taken by a show of hands, members should raise their hand to indicate their vote when called and keep their hand up until the count has been announced, members requesting a recorded vote must do so before the vote is taken, thank you Chair,

Councillor Wendy Fitzsimons, Councillor David Hayward Councillor Christopher Hall and Councillor Justin Rutland, Councillor, Nancy Waun, Councillor Ben Chappel R and we've also got expected members of staff from Thomas Ross Borough Council,
William Benson Lee Collier could involve more and Caroline Brit,
for the benefit of any members of the public who may be watching. I would like to explain a couple of things. Each report on this evening's agenda has previously been considered by the relevant land Cabinet Advisory Board and the views expressed by the board have been taken into consideration. Members of the cabinet have their agendas for over a week and we have had the opportunity to study the papers and ask any factual questions of the staff ahead of the meeting.
When each agenda item is being considered, the Cabinet Member will provide an overview of the report. Members of staff who have written a report will be available to answer any questions will then move into member discussion, and I will ask for questions before opening the floor to debate.
At the end of the debate, I will ask Cabinet members to confirm they have fully understood the matter and are content that any proposals and or actions have been fully captured. We will then proceed to the recommendations and vote

so we're going to move to item number 10, which is the civic award for 2023 before I ask Caroline to, introduced the item of food. I would first like to note that this item contains exempt appendices which are set out in the restricted papers or item agenda item 15 the report may be discussed and decided upon in public session as we are now provided no exempt, information is disclosed and Members are happy to take the information in exempt as read alternatively, if Members wish to discuss anything which appears in the exempt appendix please could you indicate during the discussion our final decision will then be held over and discussed in private session later.

I think in the first instance, if you're content to discuss and agree in open session, then
we can do so obviously. any details of the nominee we can't say at this stage, so does rather limit.

yes, thank you. This is exactly the same thing, it's regarding a civic award and it has gone through the cabs so if Caroline would like to explain more, and then we'll do the decision as to whether we're going to exempt or not, thank you.
thank you Chair, there's very little, I can add to that, other than that it is a nominee, it is for the freedom of the borough
and obviously any details would need to be taken forward into exempt, but again, if you're content to take forward the recommendations from the comes cab which were approved without further comment at the time,

12 Acquisition of Lease

Item number 12. acquisition of lease,
Lee Collier, director of finance policy and development will introduce this item before I pass over to him, I would like to note that this item contains a report and exempt appendices which are set out in the restricted in gender papers agenda item 17.
